Explicit threats

This abuse includes all cases where an explicit threat of violence is issued by state military, civilian officials, or non-state armed groups, regardless of the medium. This form of abuse is pervasive throughout eastern Myanmar. Entire villages, as well as specific individuals, face many explicit threats of violence for perceived or suspected associations with opposing armed groups. Explicit threats of violence are also made to prevent villagers from reporting the occurrence of other abuses; villagers have been threatened with violence if they report cases of rape and sexual violence or of summary execution to military or ethnic armed group commanders. Villagers continue to request that KHRG not publish or otherwise share their names or personal details. This strongly indicates that villagers fear threats for their physical security if they report human rights abuses or share information with KHRG. Many other abuses have been backed by explicit threats of violence to ensure compliance. Nevertheless, villagers refused to comply, or only partially complied with these demands. They have done so by negotiating with their abusers to avoid the threatened consequences, but many have also fled the area in order to avoid those consequences.
