Civilian and Military order documents: November 2009 to July 201317th October 2013Orders Reports
The photos above show original order letters issued by Burma/Myanmar civilian and military officials to village heads in southeastern Myanmar in 2012 and 2013. The first photo (from the left) shows an order letter sent to the B--- village chairman on February 15th 2013 from a Tatmadaw Operations Commander based at A--- camp in Hpapun District. The letter requests that the chairman attend a meeting ‘without absence’ on that same day (Order #2 in this report). The second photo shows an order letter sent to an unspecified village chairman on August 17th 2012 by a Tatmadaw LIB #338 rations officer based at Moe Pyan Camp Hpa-an District. The letter demands the provision of 20 pieces of thatch, in addition to the thatch already received. According to the KHRG community member who collected the order letter, the army camp regularly requests villagers to perform labour for their military camp, but explains that demands have been issued in a less aggressive manner since the KNU-Myanmar government ceasefire (Order #4). The third photo shows an order letter sent to a village head in Hpapun District from the BGF Battalion #1013 Deputy Commander. While the order letter itself only requests a meeting with the village head on February 11th 2013, it is likely that demands for forced labour were made during the meeting. According to additional reports from the same area, villagers were ordered to serve as messengers, provide thatch shingles and porter rations for BGF Battalions #1013 and #1014 throughout January and February 2013 (Order #10).
